Landscape plan city of Abensberg
Background and occasion
The Free State of Bavaria pursues with the project "Landscape planning in Bavaria - municipal and innovative" the goal to strengthen the municipal landscape planning. For this purpose, municipal landscape plans are to be developed or newly drawn up in 7 municipalities, and the LfU and the ANL are to provide additional subject-specific in-depth training. The municipalities draw up the landscape plans independently and the supplementary thematic foci are supervised and supplemented by the Free State of Bavaria (LfU and ANL). Altogether regarding current planning challenges for the municipalities in Bavaria thus a set of current, innovative and nevertheless examined sample beginnings become available, which offers assistance and suggestions to the municipalities with the qualitative practice of their planning sovereignty.
Aims of the project
Within this fee offer according to § 23 HOAI for the municipality of Abensberg, a high-quality and ditgital available landscape plan is to be elaborated.
The landscape plan will include a full inventory and assessment of the protected goods according to BNatSchG and BayNatSchG (protected goods soil, water, climate/air, landscape and species/living communities). This inventory and assessment of the protected assets in text and maps (GIS-based) is followed by a conflict analysis which presents the current land use conflicts with the objectives and requirements of nature conservation and landscape management and concludes with a mission statement, the objectives and measures for nature conservation and landscape management in the town of Abensberg.
This high-quality elaboration of the landscape plan in terms of content is supplemented by a medial preparation of the landscape plan as special achievement. On the one hand there will be an extensive method volume, which represents the technical standards, collection and evaluation methods and the derivation of the goal and measure concept for the specialized public (nature protection authorities, engineer's offices, local experts), so that a completely documented model landscape plan with all contents and requirements according to BNatSchG and BayNatSchG (in particular the § 8 ff. of the BNatSchG) develops.
On the other hand the landscape plan for the target group "local council" and the interested citizenry is prepared. This is implemented in the form of a concise and highly concentrated, generally understandable presentation, which is realized in written form (brochure) and as a film medium. Particularly the film medium should present the information on the "Tasks of the landscape plan", the "Inventory and evaluation of the conservation assets" and the "Local objectives and measures of the landscape plan" in the form of at least 3 short film sequences in a generally understandable and attractive way.
